In a medium saucepan or skillet, heat the canola oil over medium heat until shimmering. Add the ground beef, salt, pepper, and water and cook, stirring to break up the meat, until the beef is browned, about 10 minutes.

Move the beef to one side of the pan, then add the onion and garlic to the other side and stir until fragrant, about 3 minutes. Mix the onion in with the beef.

Add the hot dogs and stir to combine. Cook until warmed through
